My CPU's been getting too hot, around 60 degrees Celcius. There's no chasis fan, but theres a heatsink and fan with thermal tape on the CPU. What's the best method of keeping it cool. My computer's also been freezing for a second or two some what frequently; could this be a heating problem...

I just nuilt my computer, it's an Epox 8KHA+ Mobo, Athlon XP 1800+ 256 MB DDR RAM etc. I put the WIN98SE CD in, and it says "DISK BOOT FAILURE, ENTER SYSTEM DISK, AND HIT ENTER" I don't have a floppy drive, what should I do?!
