I was having the same issues with an MX mouse and K800 keyboard. I just built a new system, Ryzen 5950 so I was pretty sure it wasn't a CPU issue. After the rebuild I plugged the Unifying receiver directly into the motherboard. First the back and then the front. Both had the stuttering issue...
