I believe the way to do this is through the Group Policy MMC snap-in. Open this snap-in, go to Administrative Templates\control panel\display.
There is the option to hide the "settings" tab.

I bought the blue faced version at Fry's here in san diego. It was labeled as the Wavesonic FS-710 BB and was about 149.00. Kinda pricey but it's one slick case! It has the Enermax EG365P-VE power supply and three fans.
