Thanks for the info btw. I was able to just not launch throttle stop and get 27 to work. The odd thing is I get 2800 points in cinebench with 39 but only 2500 with 27.

You're right, I checked the throttling reason and with 18 cores enabled it says that it's throttling due to EDP current and Max Turbo. I wonder if there are any ways around that.

I believe ram speeds are locked due to the memory controller of the xeon (max 2133mhz).
