Sorry....maybe I wasn't being very clear....what I saying was that most computers will power on with only fans even without a CPU and from what you've said....I'd say that the CPU is dead. The mobo could be bad too but I'd start with the CPU first.
The fans in the computer will still run without having a cpu installed at all! Since you said that your not getting any heat from the cpu then I'd definitely say that the CPU is dead; however it could also die by just removing the heatsink while it's on. Killrose is right about it being an AMD...
