When 198MHz is the default of your card, it means you have a Radeon SE. It's a higher clocked Radeon (normal OEM = 166MHz, retail = 183MHz). Most people are able to overclock the SE much more then just 4MHz (some even get it to over 250MHz) .. what OC program are you using?
About the artifacts...
Maybe you have already done this ... have you tried setting the AGP speed to 2x? Via chipsets usually don't work like they are supposed to @ AGP4x (I often had crashes with Via chipsets/AGP4x, maybe you just get artifact ... ). Setting the speed to AGP2x solved all of this for me :) .
