i have come to the conclusion that just the card itself has gone bad. Reinstalling windows didn't help and even the text during boot up started looking all screwy.

My cursor has speckles around it, even after restarting they are still there. I tried updating to the latest driver (7.1.8.9) but they're still there... What could be causing this?
I have a Geforce 3 Ti 200.
