Sounds like theres a setting it doesn't like. Remove the cmos battery for a few mins, and when you power back it, the cmos will have defaulted, should boot ok then. Avoid changing too many settings at once as it may prove difficult to pin the cause down otherwise.

Try it out of its case on some insulated material, you only need motherboard, 1 stick of mem, cp, fan and graphics card. Normally problems are the standoffs on the case shorting out the motherboard due to incorrect positioning.

As a matter of interest, it would have been easier to wipe the whole drive and install from scratch unless there was something of value you needed, systems with a clean install always seem to work better than upgrades.
