The money for the system was a major investment for me right now. I value anything that will extend life over quiet :). I can deal with a noisier fan while I'm gaming.
I'm getting NO performance problems with the card. It just seemed unusual for the temp to spike that much without the fan budging. Everything is running fine.
I'll probably set a slightly more aggressive fan profile in Afterburner--after all the fan shouldn't be able to laze around all day...
So if you're saying that it's ok for the fan to stick to 28 percent when temp shoots up to 72C, it's ok for the card to cool down slowly after gaming, since the fan's at 28 percent (instead of a faster fan speed cooling it more).

Seriously though, you seriously think the fan speed is alright not budging from 28 percent when the thing hits 72C?
I know I can do that, but the system should be doing SOMETHING with the fan speed when the temp is going to over 2.5 times the temperature at idle (26C vs 72C)
How do I change that? Restarted computer, hit F12, can't find anything in the BIOS about the video card favoring quiet over cool.
If it's the video card's BIOS settings, how do I change that?
I just doublechecked it--played for a bit with HWinfo64 running in background. Temp went to a high of 71C, fan speed never budged. No increase in noise from the case, either, so I doubt it's a faulty monitor.
Have a brand new XPS 8500, i7-3770, 16GB RAM, 1.5GB GTX 660.

I just figured...since the temp went all the way to 51C from 25C while playing Skyrim, that the automatic fan speed control might have kicked it even higher than 35 percent in order to bring the temperature down more.
By the way, what is YAGNI? :)
