ive built a system around a 1300x. came from an 8320 setup, that I had running at 4.2 ghz. I had the 8320 over clocked to 4.6 for a long time. worked great. I was able to clock my 1300x to 4.0 at 1.35v. I have a cooler master 120pro AIO tho. I backed it down to 3.8, at 1.275v now. in real life...
Meh... Maybe not killer o'clock... At stock voltage, you ought to be able to hit 4.3-4.4 safely. Once you start jacking up voltages, that when things start getting iffy.
On the cheap side, on a whim I bought a couple of the silenx 120 fans. Push a whole bunch of air, and they are certainly quiet. I'm running three in my desktop... Pretty blue lights, and very quiet.
