Default Is voice of Joe (Wheelchair guy) from Family Guy the same actor as "The Tick"?

They sound, very, very similar.

Can anyone confirm this?

BTW, I never would have known that the voice of "Chris" was Seth Green if someone hadn't told me :Q

I think it is, yes. It's the guy from Seinfeld that was always Elaine's bf, I forget his name.
Joe is my favorite character on that show, easily. "Let's get it on!"
