Default Is there a Windows equiv of Quanta for KDE?

I want to design some webpages for a website that I'm doing in my free time. I recently tried Quanta for KDE in Slackware Linux and really like it. Unfortunately, it's on my laptop and screen resolution is too low for real design work.

My desktop is a Windows machine and I haven't found any application that can provide me the features same features as Quanta.

I especially like the following features that have made Quanta unique:
1. ability to set css for any selected tag by using a full list of options and preview.
2. code completion for html, css and anything else
3. ability to preview changes
4. support for xhtml and css

I gave aptana a quick try, it didn't seem to show all the features I enjoyed from Quanta.

This is the particular feature that I wanted to find. The right top shows the preview of the html/css, the right bottom shows the css code. The left side shows all the options and allow the user set the values.
