Default Any way to stop moving ads?

I don't mind ads on a website at all, they need to generate some money but I just cannot stand them moving and sound from them is even worse.

I could just get rid of flash but I need it for some pages.

Is there any way to still see the ads but not let them move and disable sound from them?

I have totally cut them off before but really I dont mind seeing the ad if its just a simple ad.

Any good IE addons for this?

I'm not going to change browsers and I have before in the past and prefer IE as it just works everywhere.

Also, what are these double underlined words that pop up ads? Is it an actual advertisements that the specific website puts up or is it some sort of spyware/adware that snuck on my computer?
