As others have said, they're jut shadows. However, many government buildings/areas are blacked out or photoshopped over to hide details on the tops of buildings, etc.
It seems to me that when I was younger, we drove through a spot in Washington or Oregon (Maybe Idaho?) along the highway where there were signs saying you could not stop your car. There were large mounds of dirt every several hundred feet, for miles and miles. My Dad told me it was where we have stored/buried warheads. I think as part of arms pact, we have done that so the Russians can see/count what we have from their satellites.
Anyone know what I'm talking about, or was my Dad pulling my leg about the dirt mounds? I do know there were signs that told you not to stop and don't get out of the car (air-patrolled area).
