That's a ridiculous question, since the mail carriers work their routes generally for eight hours a day. So there's an eight hour range and the precice time they deliver to you depends on where you are along their route.

USPS does not provide "Tracking" they provide Delivery Confimation, which is just that. My mail comes between 2-3 every day.

EDIT: As for "Up to par" it is apples vs. Nissan... Yes, two completely different things entirely.

Actually USPS does provide tracking now if you request it.
When'd this happen? They 'tracking' is the half-assed Delivery Conf.
I've been told that their tracking isn't exactly for people to watch the status of their package on the internet, but more of a way to find out where it got lost if it does wind up missing... which is a way of giving them extra money to not be able to find sh!t.

depends on the carrier.

but let me say that as a former person who had to call carriers all the time, they're required to be at work at like 8:30am (if you had a complaint with your post office, you'd be able to talk to your carrier on the phone at that time. they leave at like 9:15).

i'm not sure why they'd be delivering mail at 6-7pm... it doesn't sound reasonable. but since i'm not in their shoes and don't understand national routes, i am not going to comment further on that matter.
