Can I say bring a bunch of stamps to the post office and refund them?

I don't think anyone sells stamps at a volume discount. Even General Motors pays the same postage as you and me.

You cannot return unused postage stamps for a refund at a Post Office.
It's not illegal to sell unused postage stamps for less than face value.
It's easy to buy unused postage stamps for less than face value. If you don't mind getting denominations like 13c, 8c, etc., you can find stamps for about 80% of face value.

If this was possible, I think people would be buying stamps by the ton and redeeming them at post offices.

I tried buying stamps at office depot with my purchase of toner, and using a $20 off $100 coupon and the sign says its illegal to sell stamps at less than face.

I shall research this issue more thoroughly!

I returned a whole un-opened roll of .37 stamps when the rate went up to .39

The USPS didn't refund the money. They applied/gave me a $37.00 credit toward the purchase of a roll of the new .39 stamps.

So the moral of the story is they do take trade-ins.

Buy mint stamps in bulk from stamp dealers. Starting in the 1970's the USPS started to release many designs a year and individual, mass-produced, error free stamps are hardly worth it to keep in their collections!
