maybe look at the razer edge pro? It's a tablet with 640m le with a keyboard dock. It's not out yet, but will be priced at ~$1300 base (keyboard dock optional)

I think the biggest problem there is that touch is usually a function of tablets & ultraportable devices, whereas notebooks with dedicated gpus are notably less portable.

the 7660g isn't that much faster than the hd4000.
the reason the hd4000 has all those lower values is that i'm betting a bunch of those are running lower clocks due to being shoved into ultrabooks with reduced cooling capacity. Thus the reason the 7660g seems to perform so much better is that you don't find any ultrabooks with A10s in them.
the 640m LE might be expectable in a portable touch capable notebook, but I haven't seen any yet.
there are several older notebooks with dedicated graphics that have touchscreens I think some of HPs notebooks with swivel screens, but I doubt it'd be worth the battery life hit.
