Because control of it's growth, harvest, distribution, and sale has been handed over to violent cartels, instead of peaceful hippies, happy potheads, and excited entrepreneurs.

So there ore only violent cartels in CA that control the growing.
The CA fields are laced with mines and other traps to protect them form bystanders.
Peaceful alright.
The growers do not want anyone cutting into their business; the potheads showed ho serious it was when CA tried to legalize MJ. I read Pothead growers fought against the amendment tooth and nail.

Mexican cartels have moved north, and started outdoor grow operations in California, but no, there aren't ONLY violent cartels in CA. There are other large scale grow operations that do not have anything to do with violence, or gangs, but the fact is, as long as it remains illegal there are those that are going to protect their illegal business with violence. Unless I missed the cartels blowing up people for control of the alcohol, or tobacco industries.

Yip, the growers, and businesses that are profiting on this business that reaches into the BILLIONS per year are fighting to keep it limited, and "illegal". Some of those operations have millions invested, and years, and years developing strains, and building operations, I know I wouldn't want just anyone to be able to jump in and cut into my profits either.
