I'm following Nexus 4 kernel development and what gives some 15 year old kid the right to undervolt my cpu by 50mV across the board for all frequencies? And then watch as hundreds of users report back about crashes?

Meh. Having the flexibility to customize is nice, but having to risk bugs and instability is not the right solution.
