In the Netherlands you can get even larger women's shoes as people are taller on average and have larger feet to match.
As a man I have size 13 to 13.5 (US sizes that is), and when I was younger it was almost impossible to find shoes in my size. But in recent years more and more stores carry large sizes, even up to size 16 or 17 sometimes.
If she can't find what she wants there you could try checking some European webshops to see if you can order from overseas.
