The NBC Bay Area Investigative Unit has learned a single key opens the majority of gas station pumps across the country, making it easy for crooks to install high-tech skimming devices and resulting in hundreds of victims of credit card fraud in the South Bay.
The single key was initially created to make it easier for pump inspections and maintenance, but now, copies are circulating amongst thieves.
The Rapid Enforcement Allied Computer Team, a high tech task force of investigators in Silicon Valley, is looking into hundreds of these cases across the state.
The REACT Task Force has uncovered nine skimming devices in the past two months from Bay Area gas stations. Three hundred victims have been identified so far and that number continues to grow.
“We are just touching the tip of the iceberg,” REACT Task Force Director Mike Sterner told NBC Bay Area.
Sterner says the crooks use the key to get into the pumps. He says they are installing new Bluetooth-enabled skimming devices.
The Bluetooth technology collects the data from credit cards then transmits that information up to 100 yards away to the thieves. And it all happens in a matter of seconds, while unsuspecting drivers fill up their gas tanks.
The crooks never have to return to the pump to retrieve the device. Plus, it's nearly impossible for a customer to tell the device is installed.

You know, it's starting to look like cash might make a comeback after all. Clearly we don't seem to be able to securely implement card swipes. We have compromised gas pumps, ATMs, POS machines in stores and it's not getting any better.
It's a hugely lucrative type of crime with almost no risk of getting caught, no wonder it keeps getting worse.

You could always take the Freakonomics approach to it: If you do get caught doing it, the punishment is execution. Some people will still surely risk it, but it's going to be a hell of a lot more dangerous to do it.
(In that book, the authors put forth the idea that a way to dramatically reduce drunk driving is by executing anyone who gets a DUI. Draconian, yes. And they weren't suggesting it as practical, but were mainly illustrating a point about what motivates people. But you'd sure see a steep dropoff in drunk driving.  )

There is a gas station near me where one pump has a replaced card reader with the old one blocked off and rubber protruding from all around the plate added with the keypad. It just SCREAMS "skimmer!" and it's very obvious when comparing it to every other pump.
The owners will go on and on about how it's legit and there's nothing to be concerned about, like they did when I pointed it out back in 2007. I told them then that even if it wasn't a skimmer, it was still conditioning credit card users to ignore and use equipment like that so that they would more readily accept an actual skimmer when they encounter one. It's now almost 6 years later and it's still there.
The credit card companies can't be happy that these people are actively undoing all the awareness they try to spread.

Surely given the consolidation of banks in recent decades there cannot have been so many unique victims. Oh wait, they are referring to the inconvenienced as victims rather than the defrauded companies who accept such loss as part of doing bidness and especially balanced against the cost of security or "spooking" customers with any changes. And yes, I will call you Shirley.
