Well, if the guy's set on having a 3570K, it isn't the worst thing in the world. It's moderately more than an i3 but it isn't a bank breaker and it is definitely a strong improvement over an i3.
Your set up is alright, if you can afford it. 1600 Mhz Ram with a z77 board for a 3570k is a strong combination.

I would just go for mfenn's setup, his recommendations are spot on.

Two Things:
1) I just do not want buyers remorse.  Rs 2000 Difference between 3550/3570 vs 3570k
2) Mother board though is very expensive, about Rs 6000 difference between OC and Non OC.
More than two things: 
If 3550/3570 with 7850/7870 with a 430W PSU are good enough for games in 2015-16 at 720p res then I go with mfenn's setup.
If there are games which are going to be processor intensive , then I have to shell out more bucks for the OC Setup.
But more than that, I am worried about service and support in mumbai.
Gigabyte and Asus are ok.
For ASrock, G.Skill, Corsair, Seasonic, Cooler Master I have no idea about after sales support.

No, it's actually pretty damn bad if getting the 3570K means leaving the GPU off a gaming rig.

Nobody can really predict what FPS you will get on a game that will come out in 4 years time. What I can tell you for an absolute fact is that an 3550/3570 with a 7850/7870 will handle that game far better than an i5 3570K at 4.5GHz with no GPU.

I do not have a budget for the GPU.  Yet.
Difference is Rs 6200/- or 11000/- (Huge!)
I plan on buyin a GPU in 2-3 months time. (No Gaming till then )
Should I stretch my budget from a future proofing standpoint and get the OC Rig? (Have Never OC before, am a complete noob)
Or is the non OC rig still going to be relevant for games after 4-5 years.(with the GPU added of course.)

I agree with Aakshey. Always get the GPU first on a gaming rig.
Core i5 3550 Rs. 13.1k

VS450 Rs. 2.5k
CM Elite 310 Rs. 1.8k

If you're buying locally, try to knock that last 5% off to get under budget.

If you can't get the 3550, get whichever i5 34xx or i5 35xx meets your budget. The motherboard is harder unless we know exact models that you have available, but generally speaking any Gigabyte, ASUS, MSI, or ASRock B75 board in the same price range will be fine. The GPU is also fine to get from another manufacturer, just make sure it is a 7850 2GB.
The CX430 would be a fine replacement for the VS450 assuming it was priced the same, and really you can't go too wrong with the case. You're looking for something cheap and functional.

In India, yeah you should probably have a UPS. That kind of knocks you back to the 7770 GPU though.

Guys I have finally completed my build.
i5 3570
Gigabyte B75D3H
Corsair CMPSU-430CXV2UK 430 Watts PSU
G.Skill NT 4GB * 2 1333 MHz
NZXT Gamma
Sapphire 7850 2GB OC Edition
on GPU Box it recommends to have minimum 500W PSU, is the corsair 430W enough?
Also strange problem, I installed Win 7 64 Bit, MB and GPU Driver disc. But GPU is not detected.  What should I DO?

The 500W minimum requirement is to cover their asses when people buy terrible power supplies that can't output their rated wattage. The Corsair is not one of those. Actual draw for that system will be somewhere in the neighborhood of 290W.
As for the GPU, first make sure that you're downloading the newest drivers from AMD's web site, do not use what's on the disc. Second, make sure that you have the video cable plugged into the GPU and not the motherboard. Third, make sure that you connected the PCIe power connector to the GPU.
