I'm guessing it's default "on" and they probably just left it on the shelf the way that they got it. I don't know much about being a salesperson for a cell phone carrier but when I used to work sales for a PC shop back in high school, I know there's not enough time in the world to go around tweaking everything to be at its best. The only except to this is for TV showrooms where (either there's clear instructions or what) brightness, contrast, saturation is all tweaked to make it look really good. I agree it's probably just laziness and it probably should've been default off for demo units.
