Isn't apple the only one doing it right that can push updates directly to the hardware.

Maybe. I think Microsoft might be doing it right. (Not sure)
Blackberry is in a similar situation to Apple. They control both the hardware and software. In the interest of rolling-out important security fixes ASAP, updates shouldn't involve the network provider. Only the device owner or the employer that deployed the device should have any control over this.

Apple has complete control of when updates are pushed out, but don't think the updates aren't tested by carriers first before Apple pushes them.
Google pushes out updates for the unlocked Nexus devices.
Everything else seems to be determined by the carriers, including branded Nexus devices.
In the US, of course. I don't know how it's handled in other markets.

Sort of.
If there is a change to the radio code / drivers, then the carriers have to test and approve it. Apparently there are radio code updates in this version so the carriers are involved.
But yes, BB does have the ability to push out OS updates so long as they don't affect the physical network.

Therefore it would make sense for the carriers to test them.
At the end of the day blackberry doesn't run or support the Rogers or bell network.
So if I was a carrier I would also be testing out the updates before just rolling them out to thousands of end users. Cause if Blackberry missed something in that update and its just released everyone will be calling Rogers and Bell not blackberry for support.
I understand people are annoyed with the delays but you have to look at both sides of the issue.

Yep.
Also, now with QNX, BB has the ability to produce OS updates that are independent of radio driver updates. BB can update the OS all they want without having to go through the carriers, and can update the radio software in separate carrier-pushed updates.
