It's probably due to the design. Let me explain.
The Noctua uses a mere two heatpipes, which won't carry much heat. The Phanteks uses fins directly soldered onto the base.
Now heatpipes are great for moving heat a distance, as temperatures will equalize along the entire pipe. Fins directly connected to the base will get cooler (less heat transferred) to the tips of the fins.
This means on a big/tall heatsink you absolutely need heatpipes because otherwise not enough heat would be transferred.
On a small heatsinks either heatpipes or direct connection would work.
Then it comes down to how many heatpipes, and two is not enough for a hot CPU.
