The first 2 design requires a vinyl stencil to be made and requires either a double stencil with an offset or a very controlled airbrush to create the red shadow. The second requires airbrush for the entire artwork, no stencil will be useful here.
None of the methods that I mention will be cheap and I can tell you that how good you are as an artist, you cannot rush art. The higher amount of detail = more time spent painting = pay more. Its easier to find those specializing in automotive artwork to do it than someone who truly specializes in case artwork.
The fact that you want the best but not willing to pay for the best is self contradicting. You will never find anyone who's willing to do it for $60-100. Its easily double that for the second artwork. You could ask
