Default No USB devices work except for android phone

My coworker has an issue where any USB device like a mouse or hard drive will come up with a "one of the usb devicse attached has malfunctioned" prompt, however the phone actually works.

We've tried removing all the USB listings in the device manager and letting windows reinstall it but that didn't do anything either.

Any clues as to how to fix it?

You could try disabling Legacy USB Support in the BIOS, and try a different USB header (the front USB ports should use the same header, and the rear ports should be bunched together to share the same header).

What PC/motherboard?

Also, run sfc /scannow.

If sfc doesn't find any problems, boot to a Linux Live CD/DVD and see if USB works without issue.
