any time you change the wire a cable modem is plugged into [IE computer to router, one router to another], you MUST power cycle the modem as it remembers the MAC address as the first device it talks to after it boots and will ONLY communicate with that MAC. Since each device has a UNIQUE mac, you will get nothing.
that said, the proper way to do this is power cycle the cable modem wait until it locks the online light [green in your case] then Ethernet to the NONPOWERED router, and power it up, wait a few minutes for it to do its boot sequence, then try to connect with a Ethernet cable first, if it goes online at that point, you can move to wireless. If you cannot connect by wireless you are probably doing something wrong, many laptops have an on/off swtich/key you accidentally can hit, etc...
Most routers come setup by default the way cable companies operate, so if you are getting used routers, I suggest holding the reset button down for 30 seconds, most of the time this resets them to default config.
