If 78MPH is the fastest he is capable of throwing this year, I'd wager anyone who is younger and has professionally trained, probably CAN throw faster.
But not a pro or years out of baseball? Good luck unless you build up your rotational abilities again (or keep that arm finely tuned  )
Even the youngest and most fit, probably can't top 65-70 (on average) without a lot of training and muscle/tendon/ligament development.
Damn good arm for someone nearly 50!
I couldn't throw faster. And if I tried, I require everyone to remove themselves and all valuables from within a 50ft range of the "target".
I can throw hard, or I can throw accurate (and some strange combination of accuracy/hardness for throwing from way out deep in the park)... but rarely can you ask me to throw heaters and expect it to arrive within reach of your current position.
[I love playing baseball. I rarely can say the same thing about watching it - on occasion, it's great, but after a few times a year I'm done, unless its live and beer is involved]
